EN 14351 New Standard Progress Report

EN 14351 the new Standard for Windows & Pedestrian Doorsets has been published and subsequently cited in the CEN Official Journal with the Transition Period already having taken effect. However, due to pressure from various sectors within Europe, there has been a welcomed 12 month delay to its mandatory imposition which may now occur on 1st February 2010.

As a result of a legal requirement within the Construction Products Directive all conflicting Standards must then be WITHDRAWN. This affects the current standards: BS 7412 - Weather performance of white u-PVC casement windows and tilt & turns, BS 644 Timber Windows, BS 4873 Aluminium and BS 6510 Steel Windows. If these Standards continue to be offered they must do so alongside EN14351. Offering compliance with both British Standards and EN 14351 will subsequently increase costs on all window frame manufacturers. The Harmonised European Standards for Security pr EN 1627 through to pr EN 1630 did not go through formal vote, therefore these have gone back into the melting pot of the Standards Committees in Brussels. This means that the current standard in the UK for security BS 7950 will stay for the meantime.

There has been a distinct lack of information supplied by the Notified Body Test Houses and other associations representing the Fenestration Industry on the progress of EN 14351. CENSolutions have been asking questions of the test houses and at Group GGF Meetings for some considerable time and will up-date our Web Site as and when information becomes available.

The British Board of Agrement (BBA) in addition to the other notified bodies, are now in a position to offer a full range of testing and certification to some parts of this European Standard.

Like all EU Standards it will be a mandatory requirement for Manufacturers to conform with the rules of the CPD.

Level of attestation: Level 3 or above

The four MINIMUM requirements for manufacturer to comply:

  • FPC (if written by CENSolutions you will comply) & ITT (depending on products performance characteristics ) from a Notified Body Test House.
  • Dangerous Substances - The supplier of the profile or preservative/paint needs to provide information on the material.
  • Load Bearing Capacity of Safety Devices - If you use child safety devices etc, your supplier/manufacturer of these components needs to have the product tested to EN 14609 - EN 948
  • Thermal Transmittance - You will need to have evidence of the Thermal Transmittance of your products; there are two ways to resolve this, either simulations to ISO EN 10077 or Hot Box testing to EN 12567.

Date of Publication: March 06 and now cited on the Official Journal - followed by 24 month period for companies to implement requirements.

Mandatory in February 2009.This as stated in previous column this has been extended by 12 months to 1st February 2010.

Companies running BBA, Q-Mark or Kitemark may be deemed to comply, however the current schemes do not appear to cover any of the Mandatory requirements.

Compliance is now mandatory under the rules of the Construction Products Directive.
